If by "explain" you mean, tell you where it is geographically, yes. We went to the Austrian Sculpture Park here in southern Austria a few weeks ago, and as is often the case with art, the good and the bad both sometimes defy coherent explanation. This is a great example. It's a ginormous bronze nest perched on a berm, presumably inviting a phoenix to come be reborn here. It's compelling enough that one can sit and stare at it a while, even knowing perfectly well that it's not going to DO anything.

Shouting about art and culture from an ivory soapbox in a lonely corner of Mall University. Come on in- the ennui is fine!
